He is a research professor at El Colegio de la Frontera Norte A.C. from Mexico. He is part of the National System of Researchers of CONACYT. He holds a PhD in Public Policy from the Monterrey Institute of Technology and Higher Education. His specialty in teaching and research is the analysis of public policies. He has more than 20 articles published in scientific journals and chapters in books. He has advised more than 20 undergraduate and postgraduate theses, as well as publishing and exhibiting in Argentina, Chile, Colombia, Spain, Mexico, Puerto Rico and Venezuela. He has taught at the Institute of Technology and Higher Education in Monterrey, the Autonomous University of Coahuila, the Autonomous University of Sinaloa, the University of Monterrey and the Metropolitan University of Monterrey. Jesús Rubio has participated as coordinator and researcher in the elaboration of the Gender Equality Plans and the Gender Equality Units of several government agencies in Mexico. He participates in the Gender Equality Committee of the Monterrey Institute of Technology and Higher Education, which is part of the Project for the Strengthening of Female Leadership in Latin American and European Higher Education Institutions (EQUALITY). Finally, he has provided consultancy on gender equality issues for several subnational governments.
